These are technically available from certain Rifts in certain level ranges, but... good luck. To say that they are rare would be a massive understatement. I have a list of all the armor renderables that are paired with a unique tint set that are almost impossible to get in this way. I am trying to get these into additional sources in 4.0 (such as from rare mobs), but cannot make any promises at this time. A general pass to getting all the pvp armor appearances available again issomething we want to get to, but have not yet had time to do so. Eventually...
