Sometimes inspect someone meet on the road can see he has Treasure Map Overload Buff from Silver Tier Loyalty but no Distinguished Gift Buff, even sometimes group in raid or warfront, someone has Treasure Map Overload Buff but he or other raid members doesn't show Distinguished Gift Buff ...

Is it a bug? or Distinguished Gift Buff is a toggled buff can active or notactive?
