Match Making after the match starts

I've done some research and watched the Live stream from a couple of weeks ago that explains how the teams for WFs are chosen but what I don't understand is what happens after the match starts?

I've been thrown into the middle/end of a match on a team that is losing terribly as well as a team that is winning by a lot. Once the match starts, is ELO still used for incoming players team choice or does the server just take a first come first serve approach in order to keep an equal number of players on each team?
