PVP Rank?

Starting a thread to bounce around some ideas for what can be done to make pvp rank relevant for 4.0?

Relic pvp gear or relic upgrade components for pvp gear that req max pvp level might be a good incentive. I would also like to see the lvl cap increased for 4.0
