Well, it's not bad programming since it's intended and everyone gets sparkles, but you only progress on the quest if you have the quest. So if you want to complete it on your alts, they need to have the quest. If they went to your main, you wouldn't be able to do it on alts.
Sparkles are character bound so if alt 1 wants sparkles, alt 1 needs to pick up the quest and earn the sparkles.
