Is PvP alive at all? And is it worth getting into?

Hey guys a few questions. Thinking of coming back getting my 65 and doing some grind but I have a few questions if you do not mind helping out.

Que do not pop 60-64 at all sat in 25 min que gave up. Do they pop at all at 65? If they do how often? How long would it take me to become competitive in the game in terms of gearing (not paying) and is PvE better than PvP for PvP?
