i am posting the solution for those that are frustrated with the fishing with lures quest.

in rift, most things have mechanics including fishing.

1. right click the rayfin shed lure in the bag pack.

3. left click the fish pole in the bag pack to attach the lure.

4. cast the fishing pole in the quest circle area on the map in deep water by moving the mouse into the area and a left click.

5. wait until see the fish hook come up from the water and then do a click and the fish hook disappears and repeat this step until you get the fish. otherwise, abandon and retake the quest. note - lag or low frame rate or an extra mouse move might interrupt your fish hook click.
