No, the system does not work like this and would absolutely flood the UI with extra characters that you don't need to know about (it also would have the side-effect of telling you everyone's characters acting like an account wide friends list). It would also not update when any new characters on that account are made.

I believe that I coded it so you cannot add someone to your friends list if they are on ignore.
