One of the ongoing arguments among players is whether or not Rift is ptw. Not taking sides in this arguement here, as I got better things to do :P But, I do think that you could go solve several issues, including this argument, with some simple changes.
Issue that I see include: the mentioned ptw argument and lack or any real participation in older parts of the game. Many newer players seem to want to jump in on the power-leveling bandwagon and skip everything they can to get to end game material. So, I figure, let's make it more rewarding to players who actually play through the game rather than power-leveling through ia's, and running (or being ran through as the case really is) certain instances.
1) Reward special things for completing certain tasks. One example, once a player has completed 1000 (just a random number I choose for now) non-daily quests, they gain access to the ah. You could come up with a wide variety of awards that would encourage players to actually complete tasks. To make it fair, simply set it as an account wide based achievement deal, thus allowing players alternative routes to some useful game aspects.
2) Revamp the zone to make doing them more rewarding and useful. Right now, unless you are a completionist, there is quite literally no point in doing anything in the old world. One thing that was done already that helped this was the implementation of the wardrobe system currently in use. This means players who wanted more options needed to complete those old notorieties in order get whatever wardrobe options they offered. I would further expand the notoriety quartermasters inventory by updating ti to current things that are in the game. For example, add minions. I would also consider the addition of cross-zone quests more often, as is seen in some of the saga quests. Even dailies could be used for this. You could be quested in the plane of water to clear out a powerful nightmare mob that hid itself in x (like Silverwood). Travel to Silverwood, hunt down the mob and kill it, return for reward.
There are plenty of things that could be done, even as small tweaks, but I am certain you could make it much more interesting for players and useful for them.
