Generally the cursor should remain where it is when it disappears while manipulating the camera, but indeed the option to have it remain visible but fixed in position would help in not loosing its previous position when looking around.
The only case I have seen where the cursor doesn't stay in position (and doesn't disappear) when manipulating the camera is when in free cam mode in dimensions which is even worse as you are constantly running over UI elements which stop the camera motion unexpectedly.
