Different kind of leveling system

I was thinking about how to improve the gameplay experience for new players. With rising levels, questing all the way up to 65 (and soon 70) is getting kind of boring doing the same type of quests again and again.

How about this:
- Make a mix of IAs and story-quests (the story quests are cool actually)
- For every e.g. 20 levels, make a new IA available that tells the story to the players, i.e. players to the IA and while doing it, are basically "living" the story themselves (if that makes any sense)
- So that it doesn't become just about IAs, throw in some story quests here and there so that players get to explore the maps a bit

Even though this requires some work to implement, I think this would make leveling a bit more interesting.
