Where has Templar Artimus gone?

I'm interested in finishing the Diviner's Cloth, Pathfinder's Leather, Protector's Plate, and Liberator's Chain appearance set unlocks.

From what I can tell, he was who sold these sets, but he's no longer in his spot.

Was he removed or just moved someplace new? If removed, is there someplace new to get these items?
