Rift Burst crit rate bugged?

I thought this would have been fixed with the other Burst problems but apparently it has not, or possibly its a new bug?

Anyways, 2 fights in MoM tonight I used RB on (Arak and Justice).

Arak: 5:27min
Global Crit rate 54.09%
Searing Strikes 56.92%
Rift Strike 78.95%
Icy Burst 61.29%
Rift Burst 36.67%

Justice: 11:14min
Global Crit 55%
Searing Strikes 60.12%
Rift Strike 65.85%
Icy Burst 53.19%
Rift Burst 36.71%

Anyone else having such a large discrepancy?

With it being nearly a straight 20% maybe the PA War 10% was added instead of misused?
