Minion rare diamond quests, p. stabilizers & cosmic fragments

I know the minion system is a gift from the Trion/Rift dev gods, and I love the system, saves me hours of farming so I can enjoy other aspects of the game. However, of late, say in the past month, I've noticed some rather odd occurrences and/or coincidences:

• when I have credits, the 8hr diamond quests never appear; when I don't have credits, they appear every 3rd or 4th quest;
• I have not seen a stabilizer or fragment in over 40 8hr diamond quests (a stabilizer did show up in 1 (one) 5-15 min diamond quest).

My question is simply: has the minion system been nerfed?
