Guild quest help “Lowering Their Defenses”

‘The members of “guild name” have been asked to Kill Defiant Guards in Shimmersand and Iron Peak’

We’ve been looking for Defiant Guards in both areas with no luck (lvl 15 guild). Anyone know their location? Can’t find much or current information on line, almost sounds like a PVP quest.
