Gear Test Crates Unbuyable

I was hoping to poke around with the pvp healing changes a bit, but I am not gear capped on my main. I expect other players will be, so I figured it'd be wise to buy the T3 set from the dummy foundry, but alas the box is unavailable for purchase.
