Twitter is implementing this random polling in Periscope for trolls. If abuse is reported on a participant, then immediately five random people are asked if this is abuse, not sure, or looks OK. First time it is agreed to be abuse, one minute ban. Second poll agreement, they are removed from the broadcast.
If monitoring channels with a person is too difficult and money intensive, consider allowing the other members of the channel to randomly vote. Consider that any bans need to be reviewed by a CS rep.
