Put Carnage: Ascended on the Welcome Window

Isn't the Welcome Window for news? Why hasn't information on how Carnage: Ascended was disabled placed on it?

Overall, use of it has been really disappointing. All I've seen are things from the Rift Store that I don't want to buy, and many which I have and cannot be bought, and Livestream announcements, which are periodic and scheduled.
