Error #1038 - Cannot start Rift

I am getting Error 1038 about accessing local data files. I have followed the advice of shutting down all instances of the game, (rechecked through the task manager). No good, I tried running glyph as admin and repairing but I still get the same message.

Any advice on how to fix this?
