Comradery still does not work

The talent Comradery in the Warchanter soul tree still does not work. No matter how many points you put into it, Encouraging Cries still only reduce the CD of your Encouragements by 3 seconds.

Cold Front was given attention (even though the changed talent still isn't good). Why hasn't Comradery been touched? This was reported weeks and weeks ago.
