Actually, Snedhepl and I stepped through the calculation today to find that the bonus from Intensify was not being applied to Icy Burst (and thus Rift Burst since it was a clone). So, at least we have a better understanding of why it is under performing. Why this base modifier isn't being applied to those specific abilities is still some what of a mystery.
