You're not mistaken, shards are just an alias for servers.
The shard list at the 'shard select' screen appears to be built off a list, rather than a static set of items. When servers are in the process of being patched, locked/unlocked and restarted, they appear to be removed and readded to the list depending on what's going on.
When decent crashes hit, it's normal to see the shard selection screen completely empty, and then shards pop back in after they're restarted.
