VK: Power Shield Bug

The tooltip of Power Shield (VK's 20% mitigation cooldown) includes:

Adds an absorption shield that absorbs 85% of incoming damage, up to XXXX damage per pact consumed, on up to 5 party or raid members.

This shield goes on nearby friendly targets (including pets), not just raid/party members.

Also, like Devouring Shield, Light's Balm and a myriad of other abilities, it doesn't scale with weapon damage (although this is an archaic feature rather than bug). Unlike Devouring Shield, it doesn't even scale very well with AP, doing a measly 555 * (# of pacts) worth of shielding in my DPS gear (the tooltip value you see above is with an AOE healing crystal).
