Tracking GCD timer

For the first question, I don't think there is a timer, but your abilities should show when they're on the global cooldown.

As for the second question, I'm not 100% sure which thing you're referring to, but if you go to Settings>Interface>Action Bars and uncheck "Always show action bars", it will hide the grid. So if you put one ability on that bar, it will appear standalone. Additionally, there are also reactive abilities that appear individually.
