Just mixing up the routine a bit. Basically 2 quest chains got created initially, and all the subsequent chains copied one of those two to save time. But it was never supposed to be a case of "these are the only 2 templates".Yes, I would suggest approaching new world event mission chains with fewer preconceptions. I like curve balls. ;)
