I got the Ruffian Garb from the World Event store, and my character received the achievement Summer Raiment for getting both sets of summer costumes, but the items do not appear in my inventory and none of my characters have access to the items in wardrobe.
Another possibility is that it was connect to tonight's server crash.
Ruffian Garb bugged?
