Remove the Tempest Charged Pulse PvP reduction already

It handicaps Tempest to the point where no one plays it in PvP. Tempest doesn't have the utility of Marksmen or Inquisitor, and it has far, far lower DPS as well. Even in this gear:

In open world, Charged Pulse/Double Pulse crits for less than 10k. 50% is a ridiculous reduction for an ability that represents all our burst and much of our sustain.
