Random dungeon charges question.

So I returned to Rift about a month ago. (Loving it again btw) Anyway my question is, was there a change to the amount of dungeon charges? I have been sitting at one charge for a couple days, haven't had time to run one to see if I will gain one after doing one, but I seem to remember that you could have up to five or seven charges. Has this been changed to a new max of one?
