Light's Decree - This should at the very least have its cooldown reduced, but keep the uptime on it so that it's similar to the primalist's earthquake. This will at least allow you to have an easier time target switching if your main target dies to keep your aoe threat up. Either that or as a few have mentioned before, make it a buff on the warrior instead. You could change it thorns damage for the same duration as an idea.
Purify Land - I was hoping this would be more like an actual beacon of light that you placed on the ground that would pulse for aoe damage and then explode for a bigger burst, but it just explodes and has a 1 second delay. It's kind difficult to time this one just right depending on the fight. Take the delay off or re-work to be more like an actual beacon. Alternatively you could take the cooldown and the delay off and make it consume stacks of light's shield so that we get a semi spammable aoe threat ability that also works at ranged. This would make it far more useful as well.
Call of the Divine - 15 second cooldown aoe @gtae summon. The cooldown on it is amazing, but from what I can see it doesn't have any taunt effect like void knight summons do. You again have to time your snap aggro immediately after summoning and hope that it lines up. This is why we need some more semi spammable with 10+ targets unless you give it a taunt effect. That would make it one of the best things paladin gets for threat and I will luv you long time. ;)
Wall of Light - Now this one is a bit misleading. The graphic for it shows an aoe circle on the ground and it has a 30meter range (it actually doesn't) and the targets have to be right behind you to get the effect so why even bother putting an aoe circle on the ground? You can also move while channeling, but again there's no point since no one would get the buff if you did that.
I think this needs to be re-worked into a mobile version of Sanctuary. keep the aoe circle so that people still need to stack with the tank, but if you need to move, you can. This would be great on fights like Hericius from CoA and the last boss in IGP. Also swap the percentages around with sanctuary which i'll discuss below.
Sanctuary - I was a bit confused as to why the percentage on this was lower than Wall of Light. In the livestream announcement from a few weeks ago it was sated to be "Huge damage mitigation for everyone that stands in the area for up to 4seconds." and that you could "almost mitigate entire mechanics with it", but you only gave it a 30% reduction and gave wall of Light 40%. I would say give Sanctuary 40% or higher and give wall of light the 30% with the mobility change I mentioned above. As of right now taking out Life's Rapture for the current version of Sanctuary is a waste. A 2min cooldown for underwhelming 30% stationary buff isn't worth it in my opinion.
Vengeful Decree - On the note of much needed shielding. This was originally a shielding finisher, but it only mitigated physical damage. If the goal is to have paladins be "protectors" of the raid then change should be reverted, but have the shield actually be good and mitigate both physical and magical and then allow it to be an aoe shield as well. As of right now it's pretty useless still. Unless it's going to be 10 targets then it needs to be taken out or changed. Just an idea.
