low framerate in raid

Hi,

I've scoured the forums and still am unable to boost my fps in raid.

Specs:

i7 930 @ 2.8 ghz
12 GB of ddr3 RAM
GTX 670
Windows 7 Professional
Fiber 30/30, very stable connection; speedtest.net reports typically around 10ms latency

During raids I only run rift, ACT (minimized), and mumble.

rift runs full-screen, not windowed.
I've tried both multicore on/off.
All checkboxes and settings are either off or set to the leftmost, minimum setting.
Low Quality Renderer.
All spell effects are turned off.
Ability names/icons are off.
Everything is OFF!

I typically average about 7-10 fps in 20 man raids. It is extremely frustrating! 10 man's are a little better, hitting around 14-17 fps. Last night I got lucky on the MoM mini-event hitting 17 fps, but it never climbed over 10 the rest of the night.

What else can I do, aside from getting a faster computer? Surely someone else out there has similar specs and is able to pull 15-20 fps in 20 man raids?
