This is actually not quite true. It technically does give you both sets of stacks. Its just that half of them immediately expire because you are at a Focus state that restricts them. This was intentionally left as it was, but the tooltip was not updated to correctly reflect this (as Berserker dps is tuned around this existing behavior). The tooltip should be fixed in an upcoming hotfix.
