Crafting Skill boost didn't work

So I bought another crafting slot for my toon and added DreamWeaver.
I then bought a crafting skill boost and applied it to Dreamweaver.
It still showed 1/75 so I thought maybe I needed to do the first Dreamweaver quest to make a crafting station
I did that and it now shows 2/75.

I've opened a ticket with the GM but while I'm waiting does anyone know what I may have missed? Do I need to do something else?
