Complete UI missing

I just had my hard-drive reformatted for other reasons not having to do with Rift and have been slowly downloading my games back on.

I got to Rift and downloaded the whole game from Trions site and logged in. everything was running slow and all bitmaped so I logged out and that is when it popped up that my driver needed to be updated where before I loaded Rift the driver was fine.

downloaded the new driver and now, just like the link from 2011 I have NO UI. (page one has the full problem written out very well)

My question is: other then reformatting again and stating all over has anyone found a fix for this?
