Given that our full heal is now almost a luck of the draw ability in raids (you either manage to hit it at <25% or its either wasted or you're dead) would it possible to change it to give any overhealing over the next 5 seconds. Wouldn't really make it more 'powerful' as the total heal would be the same, but would mean that if you misfire it slightly (ie your healer gets that one desperate heal in as you hit it) then its not totally wasted. Given that we lack cd's which scale to incoming damage ( ours scale to our gear and our healers gear effectively) this would help to give us an extra tool when the pressure is on.
