Can loot normal artifacts and twisted but NOT pinatas?

As the title said, I can loot normal and twisted artifacts but upon killing an artifact pinata I cannot loot any of the artifacts.

Help please! I'm trying to finish the collections

Also yesterday during an I.E , I need rolled and won on a blue artifact 'Bileshot Lavae' but did not receive it in my mail or into my bags =/
