Action Bars gone dead

After upgrading to Windows 10 two days ago, my top action bars have gone dead. Mouseovering the occupied buttons shows nothing, and clicking them has no effect. The bottom action bars continue to function normally.

I'll take a screen shot on request, but for the moment, does anyone have any idea what's causing this, and how to fix it?
