New mob in Temple of the Abandoned?

So, running around doing old quests/achievements and Unstable events in Dendrome. Went to Temple of the Abandoned and this guy was there. Can only see him with Quantum Site (defiant version). Wanders in the water.

I've played this game from the beginning, always use quantum sight and never seen this here before? Is it new or a quest or something?
