Many bugs won't show up on PTS due to load issues. I'd be guessing most of the issues we're seeing are related to load related issues stacking on the servers, thus causing them to crash the clusters. These issues aren't seen on PTS because not enough people are playing PTS.
FYI, PTS has been up and running throughout this entire endeavor. If you want to play with a new spec or check out what's going to happen with Summerfest it would be a good place to check out. The more people who go there during regular testing the higher the load, and less likely to see a load related crash on live servers.
